I think you are in the right place. You maybe just don't reside in a league that has particularly responisble owners..

I think the idea of private leagues is also worth looking into. Groups of like minded managers could form leagues and bring in those that are good fits for the league. It would also put some responsibility in the hands of the league members to keep the league full.
