I agree putting everyone in the lottery would solve a lot of the tanking problems. I do see a couple problems with that. Again, there is no perfect solution to this issue except the integrity of the owners.

First, a really bad team, who is legitimately bad, would get penalized by this rule. Giving every team equal shot at the #1 would hurt bad teams rebuilding chances.

Second, a weighted lottery would be more fair. Kind of like the NBA does it. The team with the worst record would be assured of no worse than, say, the #4 rookie pick. The incentive to tanking is reduced but no eliminated.

I think it all boils down to the integrity of the owners. Leagues are communities, and communities don't do things like tanking.
