An example based on my interpretation of what you just said is as follows.
On an arbitrary date (say February 1) a snapshot is taken of all rosters in a league. The PB value of each team is computed based on the top 27 players on that date. These team values are averaged and multiplied by 120% (or 125%). The result of this computation (maybe 78.3 for some league this year) is published as the cap limit on cutdown day for that league for that year.
Then by some other date (maybe March 1 if thats the end of the rookie draft) all rosters are cut
to 27 and subject to the PB value cap (78.3 in our example) that was published previously (about February 1 in our example).
I think this would be a good implementation. Is this what your intent was Ken?
