The rule is the PB Value has to be under 120. Of course that is a joke right now with the way the values have changed, but still it seems 125% is more severe.

It also says it will effect 3-5% of teams. We've been talking about how 125% will probably effect about 2 teams per league. If my math is correct I believe that's 10%. Just a thought.
