Any rules changes to the caps or number of keepers need to be presented before this season and implemented before next year.

Otherwise its unfair to anyone that has made a trade in the last year based on certain assumptions.

Its already bad enough if you traded your FA picks in a 24 league based on a typical player pool and now the draft will have the better player pool associated with a 20 team league. Lets don't compound the problem by changing the rules on keepers and PB cap during the same draft cycle.
