Yes...if the Junior circuit has 4 unmanaged teams and the Senior circuit has 2 unmanaged teams, then the 2 from the Senior circuit get cut even if they have higher PB values than the other 4 unmanaged teams. Otherwise, teams would have to move between DH and Non-DH leagues, making a real mess.
