I think this is an interesting idea, but like Tim I think it could lead to abuse in some cases.

However, as long as ALL of the free agent pool isn't available, then we should be okay. If the only players available to be picked up on a weekly basis are players who have very little future value, and very little present value, then it would actually be a good thing as it would prevent teams from having RP and overused SP starting games.

I can't tell you how many times I've faced teams that were mismanaged and had no pitchers available...only to send out an tired short reliever that gets bombed for 9 straight innings. The same can be said for position players. Many times I've faced teams with pitchers in the OF, or behind the plate.

The only problem I see would be the same one that currently exists. These type of situations occur because the owner neglects his team and doesn't actively participate during parts of the season. If they don't take the time to setup their lineup each week, what makes you think that they'll use the free agent pool to fill holes when needed? I'm under the assumption that only the unmanaged teams would get TLC from the commish and would have their problems fixed, whereas the owned, but mismanaged teams, would be left alone. If that is the case, then this FA pool idea is probably not going to help things too much.
