Seems like the cuts used to secure a waiver pick could be more dangerous than the players allowed on list by commissioner?

What measures shoudl eb used to coerce managers to:
--have at least two catchers on active roster who are ready?
--refuse to rearm becuase they do not want to cut a player and wodul prefer asking for an INN from Commish?

Any thoughts?

Should cuts go directly to FA list or waiver list?

Would it not be better and fairer to give picks to lowest winning percentage team who claims player by Tuesday (at end of games), rather than first to claim?
