I feel that cutting down to 27 is challenging enough for most teams that have been building over a period of time. The exception is for a team that has been neglected or built with no regard for the future. I agree that the FA draft generally doesnt provide much after the first few rounds and this would potentially change this. However, I think that cutting to 25 would not be appropriate or beneficial overall.
