It seems to me that allowing teams to pick up the occasional sleeper in this way (Tim's examples are good, except I don't know how many of those guys were actually rated INN last year) is a GOOD thing. It adds a little more spice to Trad leagues and encourages owners to stay active during the year.
I think too many Trad owners get fired up during the draft but never do anything to speak of with their teams the rest of the year, and this would help that.
