No way that will happen. People would be leaving in droves. Cutting to 27 is bad enough.

If the cut was 15 players, the rookie draft would be completely meaningless and all draft pick trades would dry up.

With only 15 players, it gives no meaning to having the ability to evaluate young and/or unproven talent and the leagues would turn into almost-launch leagues. 15 players would still make is a keeper league, but not a perpetual league as intended.
