My Take on the issues.
Basically follow CMick's above: in short:
ROSTER CUT - Leave as is. 27 works. I'm rebuilding and it hurts to cut those rookies but I agree with it.
CATCHER - The request of INN from Mike works for me. Playing one knowingly should be penalized.
PLAYOFF LIMITATIONS - Players with little at-bats should be allowed into the playoffs, but with a limited atbat capability. If they had 50 at-bats in a 162 games season, then they should receive 50/162*15 games (5 games - 3 series) or 5 at-bats. Nothing is more rediculous that a team starting a player for 145 games in a season, only to replace him outright in the playoffs with some schmuck who had 50 atbats.
PITCHER LIMITS - Not sure if I see a need for going down to vs LH / vs RH for pitcher... a pitcher can't really control who he faces. I think just a basic limit on usage is fine.
INN : INN players should be allowed into the playoffs unhindered - provided they have a certain amount of at-bats (see LIMITATIONS above). I see no need to further penalize a manager who wants to play a guy who had 220 at bats, but only hit .192 in the playoffs.
SALARY CAP ; 125% sounds good. Implement it.
