Since we are working with the same player pool I expect the cap will be similar enough across 20 team and 24 team leagues to impose a universal cap for both types of leagues.

I am leaning towards the 120% because it will better encourage parity (also because the sentiment on this board is more pro parity than not) which in the long run will keep our leagues healthier than encouraging and benefiting the best managers, no matter how skillful they may be.
