In my opinion, the PB cap should be at 120% or lower. The purpose of the cap is to keep monster teams from staying monster teams. If the cap is too high, then it never comes into play and is of no use, which is the current situation. Yes, teams that amass a lot of talent should be forced to cut-back whether its 1 team in the league or 5 or more. It is possible to win without tremendously high PB values because skill and luck count just like high stats do. The purpose of PB is to have fun and have a chance, who wants to be 25 games behind at the mid-point of the season. When that happens you get owner interest flagging, teams being left unmanaged, and monster teams left to rule the land. A lower PB cap will make the few monster teams cry foul but the remaining mass of teams will say hurrah...so On With the Revolution, Off With Their Heads! :)
