The max PB ratings only apply to teams at the end of the Rookie Draft when the team
rosters are cut down to 27 and before the Free Agent draft. After that time there are no maximum limits to the
PB values of a team. The Commissioner is responsible for making sure that teams follow
the rules and will cut teams that do not comply.
