I think that Mike should let it be pure PB value. Often unowned teams need immediate help, especially if they are bad already. While it might make sense for many teams to take the best prospect, I think unowned teams should get the best player available based on actual performance, not potential. If you want unowned poor teams to compete right away, give them a player with good numbers, or at least playing time.

In many cases the draft list Mike puts together is more sophisticated than what a manager himself might put together - I certainly have seen teams that were owned not submit a list and get a prospect that I'm guessing the owner would not have been smart enough to pick.
