For position players you don't even need to get them an at bat to remove rust. You can put them in the field for for one hitter or pinch run.

I haven't tried it but I suspect if you send player A (rusty) up to pinch hit, then change your mind and send player B up to pinch hit for player A that may remove rust for player A also.
