Since I'm not looking at my E Mail, I am forced to paraphrase, but Mike says he will draft from the commishioners list according to who is deemed the best prospect. I take that to mean it is subjective and doesn't go according to PB value.

Since there seems to be something in the manual that contradicts this ( I havewn't seen it) perhaps that should be addressed.
