You are correct that the current FA draft order is "random" in that it is not based on order of finish. However, the current order of the FA list is the same as it was when they reset the league for this season. Every year, a FA draft order goes up at the beginning of the season (when records are zero'ed out and everything shifts over to the next season) but they will randomize the list after the 27 man cut and make it different than it has been for the past few months.

The order you are seeing now is the same that it was in January (or whenever the season was switched to 2002). The reason why the do a final randomization of the FA draft order after the 27 man cut is so that you won't know if you have a high FA1 pick until just before the draft.

I hope that makes sense. It's always been done this way, but for some reason this year it hasn't been re-shuffled since it was originally put up.
