I am 99% sure that at least in Trad 1 98 the FA order is exactly the same as last year's draft order. I know I'm listed in the same slot as last year, and that a few other teams are as well. This is all based on memory, but it the order from last year stood out as two of the top teams in the league (as well as friend's team) were picking in the top four, and they are all in the top four again in exactly the same order.
