Deleting RSIBB and re-installing from the PB ICON can help if the game has become corrupted but more likely what is happening is that your TEMP Internet files are jammed and slowing the system.

PB opens many pages and many are the same pages---this is a difficult and complex task and to the extent you have not cleared temp files the work is that much harder for the program.

I have found that clearing temp files is an effective cure-all to PB performance issues.
