Here's a scheme that will help fill those poor teams in the leagues with owners (possibly). It won't be a popular scheme.

What if we ranked the fee to the game based on the strength of a team?

Like...

PB 100+ = $15 / mo
PB 75 - 99 = $10 / mo
PB 50 - 74 = $5 / mo
PB 0 - 49 = $2.50 / mo

I'm sure we'd fill those 50-74 PB manager vacancies at $5 a month, and the extra revenue from the 100+ teams would defray the costs of offer the lower price.

Realists would say that this would also simulate the fact that owners of high talent teams have to pay more in payroll fees :)
