I think what we're trying to see here is an incentive to keep "playing to win" as the season continues on. I don't think a whole lot of teams intentionally lose games by "stashing" players in the minors. I know I don't, and think anyone who does is missing the point. The Marlins cut payroll, and so lost 108 games (or whatever they really lost, I'm not sure). They paid a penalty at the gate. Perhaps some type of cap related to winning percentage and playoff teams would work. Non-playoff teams get a higher cap than playoff teams. Non-playoff teams with higher winning percentages get higher caps than non-playoff teams with lower winning percentages. Or something similar. We could calculate numbers on all the leagues. Make this a real science project, to see how PB value related to winning percentage.

It is a huge difference between being a terrible team, and *intentionally* being a terrible team. Incentives to win should be there. We just need to figure out what they are.
