A pitcher going negative - explanation

Once a pitcher goes to 0 or lower, he becomes tired immediately after he allows a runner to reach base, but not until then.

Thus if a pitcher were at 0, and retired the next 8 batters, he would stay in the game, even though he would be at -8(this is like a manager riding the hot hand, even though the pitcher is past his pitch count).
