I'm not sure if it's in the manual, but what Ken said is true. If I recall, M.Bravard posted about the subject a while back....so that might be where I'm remembering it from.

Even w/o that knowledge, you can tell from your own home games whenever you have a pitcher in the game with negative BFA. If the bases are clear, it won't tell you that he's tired and looking to the dugout for help. As soon as he gives up a baserunner though, it will say that in the play by play.

If I may correct Ken though, I believe that it's not 0 and below BFA, it's only negative BFA where they will be tired. A pitcher with 0 BFA can still continue to pitch with runners on base without being "tired". It's only when they hit a negative BFA number that they will be tired and their effectiveness will be decreased (only with runners on though).

On my Senior Circuit teams, if I have the pitcher's spot coming up in the next inning and noone is on base, I'll almost always leave the RP out there past 0 BFA as long as he doesn't give up a base runner. He's just as effective at -5 as he is as +5, as long as the bases are empty.
