If the pitcher was NOT innocuous, it would not prevent a savy manager from using him in spot situations. It would just prevent him being rewarded with unlimited usage.

In addition, there are [many] teams in PB which are almost totally right handed and a pitcher like this could even be a successful starter against those teams BOTH at home and ON THE ROAD.

Just not allowing him to be INN and get unlimited usage seems a reasonable solution.

One caveat...any change should be announced well ahead of time and prior to the spring drafts. Not during a season.
