That was a first draft of a possible new system for figuring out PB values.

After this we went to the idea of using existing PB values of players; and getting one average of all traditional leagues. Then using the 125% figure to get max cap.

This is applied cutting to 27 players after the Rookie Draft. This limit will only be enforced at the time teams are required to cut to 27. After that point, the limit may be exceeded.

Lastly there are not PB limits in REAL TIME leagues.
