Sorry, but I do not understand this at all.

If the PB values of the teams to be used are those after the cut to 27 players, how can you possibly know ahead of time (now) what 125% of those values will be?

If the PB values of the teams to be used are the values as they are with full rosters, being at 125% of the average of the full roster AFTER you cut to 27 players, would not seem to be a limitation of any kind.

Please someone explain how this process is going to work.

125% of what?
When will we know the number we have to reach at the time we cut to 27?
