There is no need to apologize.
It is the nature of the SIM-BALL and baseball beast to field outrageous offers, but there's no reason to be happy about it.
I have gotten my share and always thank the other manager for the offer and decline while gritting my teeth.
The salient issue here is that in a competitive environment and with a league trade approval mechanism in place, making unbalanced offers hurts a manager's chances for success.
Every time a mangager offends an opposing manager with a poor offer, he lessens his opportunities for trading with that individual in the future.
In the long run, its a losing strategy...
