Free Agent draft and carryover

Any discussion of basic perpetual player management and draft rules is a more interesting debate than the one on tanking in my view.
Not that tanking in its various forms is not an important subject for debate, but the solutions are difficult and the practice doesn’t affect us very often.
We are planning a survey on our basic year to year rules this late spring. The 27-man carryover rule, PB value limits, free agent random pick order are all subjects for debate.
To set the record straight:
We have had the 27 man carryover ever since the original founder leagues started in 1990 and although there have been discussions about changing it, it strikes a balance between draft excitement and keeping the "soul" of a team intact.
As to the random order in the free agent draft, the practice creates some doubt about the value of the picks and injects a much needed "non controllable" event. In my experience, SIM-ball players have a mania about "control", but are pleasantly surprised by the effect of losing it occasionally...
