The tie breaker for FA monthly drafts has been PB value since monthly FA drafts were changed from random order to the present system. Prior to that.. there was no need for a tie breaker because the order was random.

This issue was debated over and over at the time the FA draft order was proposed as a change. The commish was not overly worried about teams tanking to get higher picks at the time.. and I doubt his opinion on the matter has changed.. but anything is possible I guess.
