I read that as they get exactly 115% of the exact number of innings they pitched in real life.
Benes - 97.0 x 1.15 = 111.55
If what you are saying is true, we need a game manual change then. Then it's really only 113.5% of the innings they pitched in the corresponding season.
I don't buy it. I think the problem is either:
1) it can't handle an amount less than 1/3 of an inning (in my Benes example, that would be 0.2167 IP remaining). Basically, you have to leave at least 1/3 of an inning (0.3333) to be safe.
or
2) it rounds up your IP usage (in my case, I used up 114.77% (111.333/97.0) of his innings).
