I have suspected that some owners have been tanking in the past but never as blatently obvious as the recent example in 98 Trad 1.

I've always thought that the easiest way to eliminate tanking is to remove any benefit from it. The reason teams tank is to try to get the coveted early 1st round rookie picks. I suggest that leagues be set up in such a way as the 12 non-playoff teams (20 team league) get their 1st round rookie picks set by a lottery with all 12 having an equal chance at the #1 pick (no advantage for worse record) then 2nd through 5th rounds go in reverse order of standings.
