What if the lowest 6 non-playoff teams are put in the lottery not based on record but on PB value of their top 8 PB position players (regardless of position) and their top 3 pitchers (by PB value)?

To me this is the real measure of a team. If you look at total PB value it can come down to who has more players on the roster, who has players who did not play (so no PB value) etc. and you can manipulate your roster to reduce PB value without affecting it much. You aren't going to mess around trying to get low PB values instead of your stars.
