Im in a fantasy baseball league at home. What we do is, after the playoffs are set, then the next year draft order is the best winning PCT of the non-playoff teams to the worst. The the playoff teams are added, worst to best. The best winning PCT is the last pick.

I feel this works out well. All teams have something to play for the whole season.
