I see the positives of rewarding winning where the team with the best record not making the playoffs gets the best pick and I also see the need to give the weakest teams a chance to rebuild. Below the question was asked which do you want more, competitive balence or no incentive to tanking? I want both and the way I'd do it is throw every non-playoff team into a lottery for the rookie draft with no team having an advantage at getting that pick. The order of those 12 teams (20 team league) should then be reversed for round 2 etc. Now there is no advantage to tank yet weak teams have a better chance at improving. This would also increase the attraction of more unmanaged teams during the offseason since 12 teams in each league have a chance at that #1 pick.
