I wouldn't mess with the rookie draft. If you have a PB rating of 35, your not going to win many games. How do you get better, drafting in the top 5. Don't punish the team with the 12th pick because they are lousy.

If you want to tie a teams results into a draft, do it for the FA draft. Then use a ratio of wins/PB value, rank them, and thats where they draft. That way the 35 PB team wins 40 games, while a 90 PB team wins 90 games, the 35 PB team did better, thus a better pick.

For the RT FA draft, I'd like to see a requirement that teams keep at least 30 players when cutting down for the draft.
