Tie winning, PB value, and FA draft together.
If you want to tie a teams results into a draft, do it for the FA draft. Then use a ratio of wins/PB value, rank them, and thats where they draft. So what we have is:
35 PB team that wins 40 games - 1.14 ratio
90 PB team wins 90 games - 1.0 ratio
the 35 PB team did better, thus a better pick.
