Good idea...

I made a similar suggestion a couple of years ago, and although there were some complaints about it I still think its a fair system - in real baseball, teams that win within a "budget" are more likely to attract top free agents in the offseason.

I don't think its enough of a penalty that teams will feel the need to cut players they would keep just to improve their win to PB ration; conversely it might encourage teams to deal one high PB player for depth, or older players when the team is out of it.

The main concern is a valid one - when is the PB Value "locked" that the ratio is based on. I think the day after the trade deadline is best.

The second concern is one of how to compute the ratio. Both PB value and wins would need to be put on the same scale (same Mean and Standard Deviation) to make sure the ratios distributed properly.
