I agree that the weaker teams should be awarded better picks for rebuilding but as long as there is an incentive to lose (better picks) some teams will purposely throw games by either tanking or keeping good players on the farm or by not replacing overused and injured players thus qualifying for better picks. If there is a reason for teams to lose, they will once they are out of the hunt for the playoffs and it is hard to tell the difference between the needy 100 game losers and the tanking 100 game losers.
