I do think that this particular rule may not be widely known. I think a general announcement needs to be made and posted on the web site as an OFFICIAL ANNOUNCEMENT with a notice which also indicates what action will be taken if 2 catchers are not READY at the start of a series.

Perhaps the penalty is just that an INN catcher is added to the roster and someone else on the roster is dropped by the robot or the COMMISH.

That might be more appropriate than a forfeit - especially for a first offense.
