I think the explanation I offered before is a reasonable interpretation if you look at the entire manual. But, I can also see how a person could reasonably make the interpretation you made.

However, I don't think there is any chance of a replay. The best I think you can hope for is that screaming a lot will result in (1) Policy clarification, (2) Manual Clarification / Correction, or (3) Better Punctuality.

The day to day operation of this thing really is sickening... and we've all known that for quite some time now.
