In theory, I agree with the 'Head slap' test. In practice, sopme of the tradfes that have been disallowed in the past may have incurred more head slaps than if they we're passed. It seems where the margin for affecting league balance is minimal, ( say an INN pitcher and a below average SS) rejection may be deemed intrusive and counterproductive.
