Perhaps we'd take the top 27 PB values on each team at some point before the RK draft, then post the cap value and everyone would have to hit that value after cutting to 27.

But then what happens if someone is over the cap after making all their cuts? Are they forced to drop a player and play shorthanded for the rest of the season or do they set a '9th round' FA pick?
