Looking at the discussions below about the cap I believe the procedure is quite simple. Whatever the team PB numer that will be enforced turns out to be -106 has been suggested - any team AFTER the rookie draft will have to cut to 27 and not exceed that number. No one should end up with a number over 27 unless they don't have a calculator. That means that some high PB value teams are going to be throwing some fairly good players into the FA draft, but I thought that was the purpose of the cap anyway.

What I'm not sure of is what will be the penalty assessed to any team that fails to get their 27 down to the cap. Will the Commish retrieve a cut player and replace, etc. I believe that is the only serious question left.
