I would guess it would be just about the same number (after rounding) for every 20 team league and then another number for all the 24 team leagues -- because of the statement that the total PB value in each league is the same. I am assuming he will take the highest valued 27 players on each team -- though I have seen several teams that are below 27 guys already -- otherwise there could be differences between lague where every has cut guys already and ones in which most people still have their 35 man rosters.
