I'd have the rookie draft, allow a week of trading, have the FA draft, allow a week of trading, start the season.

Thus as follows:

3/9 rookie
3/19 27 man cutoff
3/30 FA draft
4/8 start date.

or

3/2 rookie
3/12 27 man cut date
3/23 FA draft
4/8 start of season.
