Cut to cap and 27 is BEFORE setting FA draft order and trading period.
My aim is to make this a hard cap becuase many believe it is too lenient and only the very few who have cap problems do not like the cap and want ways to circumvent it.

I am sorry if this ruffles any feathers but the cap is a good idea and if it causes discomfort so much the better. Even those teams who have no cap problems have to make painful player cuts, which is a great challenge and helps makes this hobby great.
