What I think Mike's bulletin meant was that the cap is at 106.

But they are going to run the park effects update on or about March 4th. When they run the park effects update it affects the ratings and PB values of players. Some players may go up, other players may go down.

The impact of this is that after you fine tuned your roster to make sure you meet the cap you may find that the PB value of your team rises or falls. You would hope that the effect is small; however, in the past I have seen the PB value of some of my teams change by at least a couple full points when the park effects were updated.

Time will tell how big or small the effect is.
