Since hitting is down in Colorado, there is less of a park effect. The current PB value puts emphasis on the OLD park effect for Colorasdo, thus deflating a hitters value. Since hitting is down, the Colorado effect is less, so the hitters do not get deflated as much.

At least that's my understanding of it.
